Who says you can't find Utopia?
A self-proclaimed prince is creating it in Caribbean

Abuse by FBI and Internal Revenue Service agents, and threats of privacy invasion by banks has led to the formation of a new country that is about to rise from a sunken island in the Caribbean. One man has spent years trying to find a way to begin a new country to eliminate injustices and abuse by government agencies.
Prince Lazarus Long, 67, is only days away from completion of an agreement with neighboring Honduras which will enable construction of the Principality of New Utopia to begin. This new nation will literally rise from the sea in a unique venture that many said would never happen.
The search for an unclaimed island where a new nation could be formed proved fruitless after a four-year effort, according to Prince Lazarus. That search then turned to an accidental find, and a new technology that would enable platforms to be built in the sea.
"I looked for about four years on every map I could find for an island anywhere that had not been claimed by any other country. There is no such animal," Prince Lazarus told WorldNetDaily in an exclusive interview.
It was nine years ago that the IRS and FBI arrested Prince Lazarus' business partner and led to what will be the newest country in the world.
Prince Lazarus and Gill Bodden, a business partner from the Cayman Islands, were about to purchase a submarine that had been used to search for sunken treasure ships. When they inspected the ship they found ocean charts detailing a large reef, or sunken island, just 12 feet under water in the Caribbean Sea. The reef was located just outside the territorial boundaries of any other nation.
Before they could purchase the sub and begin taking scuba divers deep into the Caribbean Trench, Bodden, who also owned a charter airline operating out of the Cayman Islands, was arrested.
"Just before we did the purchase, Gill got a call to go to Miami to pick up a charter passenger," explained Prince Lazarus. "So he jumped in the jet with the pilot and went over there. When they landed, he got out and helped load the guy's bags in the plane, and as soon as they got the guy's bags in the plane they were surrounded by FBI and IRS agents.
"They opened the bag and the guy had $20,000 in cash. They arrested all of them and seized the plane. They told Gill they would turn him lose if he would give them all of his records of charter passengers for the last 15 years. Gill refused to do it and spent, I think, seven years in the slammer. All he did was go pick this guy up.
"Which to me is why New Utopia has come into existence," described Prince Lazarus of the abusive treatment his partner is alleged to have received. Law enforcement agencies have used large sums of cash as justification to seize private property.
With the loss of his partner, Prince Lazarus was not able to buy the submarine, but he never forgot the charts he found revealing a most unique sunken island. After a lengthy world-wide search, Prince Lazarus concluded that all existing islands have been claimed by one country or another, or fell within the 100-mile territorial boundaries of other nations. It was then that he turned his attention to the sunken islands he found in the submarine charts.
"At that time I didn't know that Swan Island existed," said Prince Lazarus of his only obstacle to his plan. The location selected for New Utopia is over 100 miles from any country, but Honduras claims a 200 mile trade boundary which includes New Utopia.
"My legal people decided that we didn't dare start building until we had a treaty with Honduras, because we are within their 200 mile economic zone if they want to push it," explained Prince Lazarus.
Prince Lazarus recently met with the Honduran Ambassador in the U.S. and arranged a treaty with Honduras. The signing of that treaty was scheduled for the very day hurricane Mitch struck Honduras with massive devastation.
Honduras is reported to be in favor of the treaty which will enable construction plans to go forward and permit the world's newest country to exist.
"We'll provide a lot of work for Hondurans in the construction and various other endeavors in New Utopia, as well as importing things that they need to export," explained Prince Lazarus.
The treaty signing has been delayed, but not canceled. Prince Lazarus sent a container of relief items to Honduras which is scheduled to arrive by ship approximately on January 4, 1999. The treaty is expected to be signed in conjunction with that date.
Once the treaty is in place, New Utopia will rise from the sea using the same technology used to build an airport in the sea off Japan, foundations on Florida land with a high water table, and bridges across many lakes and rivers.
New Utopia will be made up of 90,000-square-foot platforms anchored by cement and steel pillars into the sea floor. The first platform will provide headquarters for a security team, a dock, warehouse, a beacon for sea traffic, and a place to fly the flag of New Utopia. Construction on the other platforms will then continue non-stop for many years, according to Prince Lazarus.
"Our problem," said Prince Lazarus, "is that with all the romance and energy New Utopia is generating, we are going to have hundreds of thousands of people from all over the world who will want to come see the first new country in hundreds of years. We will not have enough hotel rooms and condos to accommodate them. I can't imagine catching up to the demand for 20 years or more, no matter how fast we build."
New Utopia's closest neighbor is the Cayman Islands, 115 miles to the east. The Caymans are visited by approximately 1.5 million people a year, prompting Prince Lazarus's optimism. He says that New Utopia will "out Cayman the Cayman Islands."
"We have a lot of people who are ready to start building," claims Prince Lazarus. "We'll start selling our seven-year, 9 1/2 percent government bonds. We're selling $350 million worth of those. And that money will be used primarily to insure construction loans for those first builders.
"The first hotel, condos, and apartment complexes, and shopping center, and medical center, airport, and all of those kinds of things. We'll not guarantee it with that money, but buy insurance with that money. It makes it go a lot further," he explained.
The nation of New Utopia will be a principality, regulated by a formal declaration of sovereignty and a constitution, resembling that of the Principality of Monaco, and incorporating many of the laws and regulations of Monaco's constitution, according to Prince Lazarus. It will be a constitutional monarchy, with Prince Lazarus and his wife Princess Maureen in charge.
"The Principality of New Utopia is a constitutional sovereignty based on the principles of free enterprise and capitalism, embracing a tax free economy, with assurance of freedom and privacy in connection with any commercial enterprise," explained Prince Lazarus.
He says that implementation of new banking regulations, known as Know Your Customer, by the United States and Great Britain, with all U.N. countries soon to follow, will provide a significant incentive for people to do their banking in the off shore banks of New Utopia.
"The Principality of New Utopia has adopted legislation designed to promote the development of banking, financial services, insurance, trust and securities brokerage services, and many other businesses," according to the nation's website.
Plans also call for the construction of a hospital which will provide any treatment that both patient and physician agree to, without interference from the government. An international university will begin classes in a few weeks, using the Internet for communications between professors and students in all parts of the world.
Prince Lazarus has been influenced by the teachings of Ayn Rand, and offers a variety of quotes from Rand's writings on his website.
There are currently 560 citizens of New Utopia, and more are added almost daily. Citizenship is available only by invitation. Anyone who invests in government issued securities is then invited to become a citizen. It is legal to hold a dual citizenship if the second citizenship is gained through invitation.
"The people who found this out are the Israelis. They have been doing this for years. There's no need to reinvent the wheel. We're just following in their footsteps," explained Prince Lazarus.
Although New Utopia has applied to the U.N. and other international organizations for recognition, there are no plans to apply for membership. Prince Lazarus plans to ask the U.N. only for observer status. A handful of countries have already recognized New Utopia, and more are expected to do so when construction begins.
Prince Lazarus says the big attraction for people to do business in New Utopia is freedom. Freedom from burdensome taxes and freedom from government interference.
"I firmly believe that the government should be non-invasive. Either
to the citizens, to the businesses, or to the medical decisions. All of
those things, the government should stay out of. The only thing
that we need to do is protect the citizens," Prince Lazarus explained.
