So how can Malta be a "democracy" (in Ancient Greek, a "people-rule")? How can the United States be a "democracy" if the government does what the people HATE??? For the foreigners here, "2 years prison suspended for 4 years" effectively means that Norman is a "free man", but that for the coming 4 years, if he commits an "offence," however minor, the 2 year jail term will be effective immediately - and yes, he goes to jail.
